no hot water

I recently purchased an Open Range 212FB. It was winterized. I flushed the system (as far as I know). I hooked up the city water. Turned on the Electric water button inside the RV. Came back 2 hours later and no hot water. Water runs through the hot water tap but it's cold. I checked the HW panel on the outside of the RV (Panel located just below the Refrigerator panel). There was a long stem device that looked like corroded material. The device had a screw on top to it. I located a hole where it looks like the device fits. What is that device? And i am assuming that my water tank may, in fact, still be empty. Does the hot water tank not fill up automatically when hooked to city water? If not, then I am expecting that that may be why I'm not getting hot water (and may have damaged my hot water system) My HW system runs on either electric or gas. I had the electric mode turned on previously. Yikes! HELP!
 
My guess is the water valves were in water heater bypass/winterize mode, so no water went to the water heater. Turning on the electric heating element when the water heater is empty will burn out the heating element. So now that needs to be replaced.
Mine doesn't use one, but that corroded looking thing is probably an anode rod, attached to the drain plug. I'm not familiar with your model, but the owners manual might explain how your water system valves work. Hopefully there's someone near you that can help.
